Utility Celebrates Completion of 300-km Long Rural Water Pipeline In West-Central Sask.

News Release Issued by Rural 44 Water Pipeline Utility

For release Wed., June 28, 2023

 

Today, the Rural 44 Water Pipeline Utility announced the completion of a 300-km long water pipeline that now provides safe potable water piped directly to 103 homes in west-central Saskatchewan, thanks to a more than $18 million project.

 

Construction of the project began in May of 2021. The project included twinning a portion of the EK Raw Water line, building a Rural 44 Water Pipeline Utility (R44WPU) reservoir and pumphouse, upgrading the Town of Estonwater treatment plant, and installing more than 300 km of water distribution line. All this work was completed by March 2023.

 

Work will continue on the R44WPU Pumphouse bulk filling station in Eston, which will allow all residents in the area to also haul water for home and agricultural use. It’s expected to be completed sometime in 2024.

 

The Government of Canada will be contributing up to $6,213,559 to the Rural 44 Water Distribution Project, and the Government of Saskatchewan will be contributing up to $6,213,559. Rural 44 Water Pipeline Utility subscribers, the RM of Snipe Lake No. 259, and the Town of Eston will fund the remainder of the project.

With the addition of safe and reliable drinking water infrastructure, we are improving the long-term health and prosperity of rural communities across west-central Saskatchewan. “The Government of Saskatchewan is proud to invest more than $6 million toward this important water project in west-central Saskatchewan,” said Mr. Ken Francis, MLA for Kindersley, on behalf of the Hon. Don McMorris, Saskatchewan’s Minister of Government Relations. “Completion of this significant milestone means area residents have access to better water which improves quality of life, positions the area for growth, and strengthens our province for this new decade and beyond.”

 

“We are excited to see years of planning and work become reality with the delivery of potable water to rural sites in this area. The Utility looks forward to serving our residents for years to come,” said Bill Owens, Rural 44 Water Pipeline Utility Board Chair.

CONSTRUCTION UNDERWAY ON MORE THAN $18 MILLION POTABLE WATER DELIVERY PROJECT

Today, the Rural 44 Water Pipeline Utility announced that construction recently began on its more than $18 million infrastructure project in west-central Saskatchewan.

 

Overall, the project involves building a pumphouse, installing nearly 300 km of distribution pipe, upgrading the Town of Eston’s water treatment facility and twinning a portion of the EK raw water line.

 

Construction on the pumphouse and the upgrades to Eston’s water treatment facility began in May. The water distribution line work began in June. The project is targeted to be completed and fully operational by summer of 2022.

 

Under the New Building Canada Plan’s Provincial-Territorial Infrastructure Component - National and Regional Projects, the Government of Canada will be contributing up to $6,213,559 to the Rural 44 Water Distribution Project, and the Government of Saskatchewan will be contributing up to $6,213,559. Rural 44 Water Pipeline Utility subscribers, the RM of Snipe Lake No. 259, and the Town of Eston will fund the remainder of the project.

 

“Reliable access to clean water for the people of west-central Saskatchewan helps improve the well-being of residents, and supports sustainable, long-term growth in the region. This project will have a real and positive impact on the community and residents for years to come,” said the Honourable Jim Carr, Minister and Special Representative for the Prairies, on behalf of the Honourable Catherine McKenna, Minister of Infrastructure and Communities. “This is just one part of the Government of Canada’s plan to ensure that all communities across the country are healthy and inclusive places to live.”

 

“Our government is proud to invest more than $6.2 million toward the Rural 44 Water Distribution Project,” said the Honourable Don McMorris, Saskatchewan’s Minister of Government Relations. “This significant infrastructure investment will support communities across the province and stimulate local economies as we emerge from the COVID-19 pandemic.”

 

“We are excited to see this project underway. The support from the federal and provincial governments will allow our residents to enjoy a safe, secure, and reliable water source for the years to come,” said Bill Owens, Chairman of the Rural 44 Water Pipeline Utility Board.

2021/06/28 - R44WPU is inviting submissions from local contractors interested in providing end-point installation services to Rural 44 Subscribers.  A list of contacts and services will be included in the package being sent to subscribers.  Services required may include licensed plumbing, electrical, trenching or directional drilling, water storage supplies, and pressure system supplies.  Contact Lisa Oakland, R44WPU Project Liaison at rural44@sasktel.net or 306-962-4230 for more information.

Updates on Financing Options

- Several items were dealt with by the RM of Snipe Lake as far as financing is concerned.

- Snipe Lake has agreed to finance subscribers with a 5% down payment.  Loans will be secured with the land after a loan document is signed. 

​

This form will need review/approval at the Board level.

Business Information to be discussed 2020/02/26

We are getting questions as to what is acceptable for curb stop / design information.  This is what I've found out so far:

  1. The Subscriber must provide an area with sufficient access to install the service line, and with sufficient space to install the mechanical assembly. The mechanical assembly should be located in an area easily accessible for the Water Utility. The area should be heated in order to prevent freezing of the service line and/or mechanical assembly components.

  2. There must be an air gap between the service line and tank, to provide backflow protection in the case of float/solenoid failure. See pages 3, 15 and 16 of the attached SARWP – Unit 6 .pdf, as well as pages 7 and 8 of the attached SARWP – Unit 4 .pdf, for discussions on backflow prevention, air gaps, and installation into underground tanks.

We have also been asked for confirmation that the water is brought into the basement.  Tristan has confirmed that the price includes installation into the basement.  Costs for cistern and pressure system and anything required so that the assembly doesn't free (1 above) is the subscriber's responsibility.

​

Project Manager Contract & Advertising

​

We will need to come up with a plan for obtaining a Project Manager.  Andrew Ernst is still interested and available.  I was in touch with Dundurn Rural Water Pipeline and have obtained their contract.  They paid about $50,000 per year for this position.
